No, health care is not a right.
Then why do we have federal laws guaranteeing emergency treatment, regardless of one’s ability to pay? Why do we guarantee everyone over the age of 65, veterans, limited income families, and SSI recipients access to health care? Why did our country vote for the Universal Declaration of Human Rights, which recognizes access to health care as a human right? To a limited extent, our laws already do recognize that health care is vital and necessary, vital and necessary enough that nearly a quarter of our federal budget is devoted solely to funding citizens’ health care.
Health care may not be an official right, but existing laws certainly make a strong case that America views health care as a right, a necessity that should be available to everyone.

Welfare (noun) - health, happiness and prosperity; contentment.
